Rally rules and information

Rally Rules have evolved from experience gained at past rallies and are designed first to protect, so far as possible the safety of Members, their families and property when attending rallies and second to maintain acceptable standards on the Rally Field. The Rally Rules are supplementary to the Caravan Club Rules and East Yorkshire Centre Rules.

Whether you’re a seasoned rallier or brand new to the community, this brochure is your guide to a year of connection, adventure, and shared experiences.

Organisation and responsibilities

1. The authority for the conduct of the Rally shall be vested, for the time being, in the Rally Marshal, who shall be an East Yorkshire Centre Full, Joint or Family Member or a Member of the Youth Group Committee or his appointed deputy for the time being, who, in the event of a member breaking these rules shall be authorised to request such member to remove his caravan from the site. The Rally Marshal shall report the matter immediately to the Centre Committee for such action as shall be deemed necessary. 

2. The attendance at the site and/or payment of rally fees shall be an acceptance by the member of these rules. 

3. The Centre Committee reserves the right to refuse the use of the rally site to any member, or to request any member to remove his caravan without being obliged to give a reason. 

4. The receipt by the Rally Marshal of the booking slip and booking fee at least ten days prior to the rally shall be a prerequisite to the supply of rally plaques and newspapers to the member. No member shall be entitled to a rally plaque unless he attends the rally for at least one night with his caravan. Slips will not normally be acknowledged. On Weekend Rallies the Rally Marshal will, if possible, obtain the newspaper of your choice on Saturday and Sunday. Newspapers to be paid for on arrival at the rally. 

5. There is no responsibility by the Club, Centre or Rally Marshal for accidents, damage or loss however caused. 

6. Other than in exceptional circumstances any site or part of a site on which a Rally is held shall be for the exclusive use of the Caravan Club. FINANCE 

7. The Booking Fee for a Rally is to be enclosed with the Rally Booking Slip, and except when the Rally is cancelled, is not returnable. Unless previously paid, all other fees shall be paid on arrival at the site. 

8. Any member who having booked a Rally, fails to attend the Rally without giving advance notice of non-attendance to the Rally Marshal, or in the event of not being able to contact the Rally Marshal, one of the Centre Officers, Vice-Chairman or Rally Secretary, will be liable to pay the balance of any Rally fee due, together with the cost of any newspapers or social tickets as ordered on the booking slip. The Centre Treasurer will advise members of any amounts due under this rule on receipt of the relevant Rally return, and payment should be forwarded within 7 days. SAFETY 

9. The speed limit on the site is WALKING PACE (i.e. 5 m.p.h.). Only fully licensed drivers are allowed to drive vehicles on the site and in no circumstances are driving lessons permitted. 

10. In view of the possible danger to caravans and cars the flying of drones, kites or model aircraft, the playing of ball games including swing-ball (other than in the designated area), the use of guns, air pistols, catapults and other dangerous toys and the riding of bicycles or scooters (including electric) and the use of remote control cars on the rally site is strictly prohibited. Drones are banned from the rally field and any Centre event unless you have prior agreement from Head Office. This rule reflects the Club's rules for the use of drones on all Club sites, which are also banned without prior agreement from Head Office. Any unauthorised use of drones by members on the rally field or Club sites will face disciplinary action. 

11. Open fires are not allowed on the rally field unless permitted by the Rally Marshal. Approval for the use of barbecues, gas lights and gas heaters also rests with the Rally Marshal. Users should not cause inconvenience to other members and must exercise caution to avoid creating a fire hazard. It is recommended that a bucket of water is placed within the vicinity of each barbecue whilst in use. Heaters in Marquees. The Club strongly advises that Centres do not put a gas patio heater under a gazebo or canvas as they emit high levels of heat, which will naturally rise, and can present a fire hazard. Usually the tent/marquee fabric is fire resistant, however sustained exposure to heat in close proximity is not advisable. These burners, typically propane, also produce carbon monoxide and dioxide and require a lot of ventilation. 

12. Always carry levelling blocks, a fire extinguisher minimum 1kg Dry Powder or equivalent, an approved fire blanket, a first-aid kit and sufficient water for immediate needs. 

13. When the rally field is too wet a hazard flag will be flown. To avoid unnecessary damage to the field, members should not remove their cars or caravans without the permission of the Rally Marshal when the flag is flying. 

14. No competitions involving the use of motor vehicles in motion on the site will be permitted. page 19 www.eastyorkshirecentre.co.uk HYGIENE 

15. Members must provide their own toilet and must empty the contents into the pit, or disposal point provided. It must not be charged or rinsed directly from a drinking water tap. Waste water must be collected into a receptacle which does not leak or overflow, normally disposal will be along a hedgerow. The use of filters or similar contrivances is precluded. 

16. Dogs must be kept under control and on a lead no more than 2 metres long, and if the dog is tethered it must be within the boundaries of your rally pitch. Animals must be exercised away from vans and any fouling cleaned up promptly. If an animal is left in an outfit, it must have adequate ventilation and water because of the speed by which temperature can rise in an outfit. After due warning any person in breach of this rule may be asked by the Rally Marshal to leave the site. 

17. The Elsan Pit must only be used for toilet disposal, not for waste water or rubbish. Please take all refuse home, leaving no litter, including tea bags on or about the site. GENERAL CONDUCT 

18. Each caravan must be placed on the pitch indicated, with the right-hand corner (front) over the marker. The towing vehicle should, where possible, be parked on the right-hand side of the caravan. 

19. At some rallies the reservation of pitches will not be permitted. Otherwise the reservation of pitches is limited to one pitch except in the case of the Rally Marshal requiring convenient pitches for assistants. 

20. At the expiration of the period of the Rally all caravans must be removed from the site unless prior arrangements have been made by the Rally Marshal with the owner. 

21. Where a full awning is not erected, a free standing Pup/Dome tent may be erected, in situ and in the space otherwise provided for a full awning on the nearside of the caravan. The tent must only be used as additional sleeping accommodation and must not exceed 6ft by 8ft. The tent must be surrounded by a wind break for protection of the occupants, which must also have reflective tape attached to it on its outer extremity and/or peg lines. No fire and/or gas appliances will be allowed in the tent under any circumstances. The tent to contain no more than two occupants. All occupants must be dependents or in the care of members of The Caravan Club. 

22. Excessive noise should not spoil the pleasant atmosphere at rallies, and you are asked to avoid all unnecessary noise especially after children have gone to bed, and certainly after 11.30p.m. Official or private parties should under no circumstances cause annoyance to people not attending them. 

23. Generators may only be used for a maximum period of two hours in any one day between the hours of 10am-12 noon and 4-6pm. They must not be left unattended and are to be placed on the nearside of the member's outfit. However, this restriction will not apply to the use of generators by the Rally Marshals as may be required for activities or amenities provided as part of the rally. Nor will it apply to members who need to run their generator due to a medical condition, should no other means of power be available and with the prior approval of the Rally Marshals. 

24. Sleeping in motor vehicles, other than motor caravans, is not allowed at rallies. 

25. Members must ensure that their children do not trespass or damage the site owner's or adjoining owner's property. Parental control must be exercised over children at social events. 

26. Should it be necessary to use Land Rovers etc. for the movement of cars and caravans, the Club, Centre, Rally Marshal, owner or driver will not accept any responsibility for any damage which may occur. A donation towards the cost of fuel will be appreciated. 

27. The use of a rally site is a privilege and it is the members responsibility to ensure that the privilege is not abused. 

28. With the exception of Overseas Holiday Rallies which may be booked when they are advertised, booking of all other Rallies can be made from the 1st December each year. Details of these will be published on the Centre Website during the preceeding December. For those members without access to the Centre Website, a list of rallies together with the name of the lead marshal, will be available from the Rally Secretary from 1st December upon request. 

29. The foregoing are supplementary to the obligation which all members undertake on joining the Caravan Club and which includes the observation of the Caravan Code and Country Code.
